				<title>House Votes to Pass Credit Card Bill That Protects Consumers, Includes Sutton Amendment to Protect Consumers&#x92; Credit Reports</title>

				<description>11/4/2009 - Today, the House passed H.R. 3639, the Expedited CARD Reform for Consumers Act. The bill, co-sponsored by Rep. Betty Sutton (D-OH), passed by a margin of 331-92.  This legislation will move up the effective date for all credit card reforms to Dec. 1.  It will protect consumers from last-minute, deceptive practices by credit card issuers.  The legislation includes an amendment by Rep. Sutton that will allow consumers who are notified of a new fee on their credit card to cancel it without being penalized on their credit score or report. </description>

LaTourette and Ryan, secured $4 million for the Cuyahoga Valley National Park (CVNP) to begin acquiring 635 acres of undeveloped land. This project will significantly enhance the CVNP by permanently incorporating into the Park the largest remaining private parcel of land within its boundary. Funding for this purchase was secured from the conference agreement on H.R. 2996, the FY2010 Interior Appropriations Act. The Interior Appropriations Act will now go to the President to be signed into law.</description>

				<description>10/26/2009 - Retroactive Stop Loss Compensation is available to service members, including members of the Reserve components, who had their enlistment extended or retirement suspended due to Stop Loss between Sept. 11, 2001 and Sept. 30, 2009.  Service members from every branch of the military will receive compensation.Service members may immediately begin submitting their claim for Retroactive Stop Loss Special Pay.   All applications must be submitted to the respective branch of service no later than Oct. 21, 2010.  Service members must provide documented proof that they were Stop Lossed with their claim.  Family members of deceased service members should contact the appropriate military service for assistance in filing their claim.</description>

				<title>Rep. Sutton Secures $200,000 for Flood Mitigation Project in Lorain County; Additional Funding for SAFER Grants</title>

				<description>10/15/2009 - Today, Rep. Betty Sutton (D-OH) secured $200,000 for a flood mitigation project in Lorain County through the FY2010 Homeland Security Appropriations Act.  Funding for the flood mitigation project will help prevent flooding of the Black River, which has caused significant damage in Sheffield Village, Avon Lake and North Ridgeville. This bill also allocates $810 million for fire grants that will address communication, equipment and staffing problems. Of the $810 million, $390 million is for fire grants and $420 million is for Staffing for Adequate Fire and Emergency Response (SAFER) grants. Furthermore, $50 million has been allocated for interoperable communications to help firefighters and emergency responders to talk to each other during a crisis. </description>

The new office will be located at 1941 Livingston Avenue in Lorain. Rep. Sutton worked with the U.S. Census Bureau and local community leaders to secure the location. The office will have 15 to 20 people working out of it over the course of major field operations for things such as testing, training and contact with the community. The office is scheduled to open on November 2, 2009. </description>

Additionally, outreach and education will be used to engage community and faith-based organizations and provide training to 150 individuals in Lead Safe Work Practices. Of the total $5.4 billion, $2.4 billion will be used to address the more than $1 billion backlog of operations and maintenance needs of navigation infrastructure that is critical to the U.S. economy. Another $2 billion will be used for on-going flood protection efforts, and $160 million will be used to design the next generation of water resource infrastructure.</description>

The funding will be used to upgrade the clean room at the Stark State Fuel Cell Prototyping Center (FCPC). The upgrade accommodates the Print Verification Line (PVL) equipment for the development of the Rolls Royce manufacturing pilot plant. Rep. Sutton worked with Sen. Brown and Rep. Boccieri to include funding for the project in the Act. Once the conference report is approved by the Senate, the bill will go on the President to be signed into law.</description>
